passages, mainly those alluding to the uncertain political future of Hong Kong. This plea has found favour here, and the Foreign Office and Treasury have both agreed to the publication of the Report on this basis. I have again been consulted, and have said that, since Hong Kong desire the publication of the Report and since the passages which would have to be deleted are now relatively few, I should personally be prepared to agree.

Naturally in expressing this view I have in no way committed the members of the Committee, while readily agreeing to write to each of you and explain the position. In the copy of the Report attached you will find indicated the passages which it is proposed to omit, without marks of deletion, from the published version. The passages in question are on pages 4, 5, 7, 8, 11 and 12. I should be very grateful if, after considering the matter, you would let me know whether you would see any

objections to the publication of the Report in this form.
